SKY ECC CONVERSATIONS SHOCK VUČIĆ'S REGIME: Criminals claimed agreement with him, BIA official linked to Radoićić and Veselinović mentioned

A new investigation by the Serbian magazine Radar, based on encrypted communications from the Sky ECC platform, has uncovered serious evidence of connections between Aleksandar Vučić, his family members, intelligence service leaders, and some of the most powerful organized crime groups in the Balkans.

Messages published by investigative journalists Vuk Z. Cvijić and Milan Radonjić suggest that drug cartel representatives claimed to have direct communication with the head of the Serbian government, that they had negotiated agreements with people close to him, and that they had secured support from officials of state institutions.

At the center of the investigation are the communications of Darko Šarić, convicted of international cocaine trafficking, and his associates, as well as messages from members of the rival Shkaljar clan, who mention Vučić, his brother Andrej, son Danilo, former Interior Minister Aleksandar Vulin, and heads of the Serbian Security and Intelligence Agency (BIA).

A particularly important element for Kosovo is the mention of senior BIA official Bojan Dimić, whom Radar describes as having close ties to Milan Radoićić and Zvonko Veselinović, two figures who once had influence in northern Kosovo.

The investigation raises suspicions that the connections between politics, intelligence services and organized crime were not isolated contacts, but part of a wider network of relationships, through which criminal groups claimed to secure protection, institutional influence and political favors.

"We call Vučić Oskar" – The messages that reveal the coded identity

One of the main discoveries of the investigation is related to the identification of the person who was mentioned in Sky ECC communications with the nicknames "Oskar" and "Çvarak".

According to Radar, messages exchanged between Darko Šarić, his brother Duško Šarić, and associate Željko Vujanović show that these designations referred to Aleksandar Vučić.

On June 3, 2020, Darko Šarić wrote to Vujanović, who had been convicted of involvement in the smuggling of almost six tons of cocaine, directly mentioning Vučić.

"This Oskar made it clear to everyone that he decides for me. We call Vučić Oskar. If he had given such a statement to anyone else, he would already be in prison," the published communication states.

Vujanović replied that he knew the identity of the person named Oskar, while in another exchange of messages, on July 31, 2020, he identified him as Vučić.

On November 20 of that same year, Darko Šarić wrote to his brother: "Çvarak is Oskar."

According to the authors of the investigation, these communications are important because they directly link Vučić's name to conversations between people involved in organized crime, who discussed the potential influence of politics on their judicial cases.

Radar writes that Šariq had conducted negotiations on the terms of his surrender and that previous communications also mentioned the financing of the Serbian Progressive Party (SNS).

In one of the previously published messages, a person identified by the media as Vučić had given guarantees of intervention in the event of an unfavorable judicial decision, including the possibility of a pardon.

However, the content of these communications does not in itself prove that such an agreement was reached.

Vucic's son and brother in drug cartel communications

The investigation is not limited to Aleksandar Vučić.

The published communications also mention his brother Andrej Vučić and son Danilo Vučić, whom Šarić's associates discussed in the context of meetings and contacts with persons involved in criminal proceedings.

According to Radar, Danilo Vucic had met with Aleksandar Boskovic, an associate of Saric from Valjevo, involved in a court case related to attempts to discredit cooperating witness Nebojsa Joksovic.

Meanwhile, Sky ECC's communications also include a joint photo of Danilo Vučić and Bošković, which the latter had sent to Darko Šarić on July 9, 2020.

In a message dated January 26, 2020, Dushko Saric told his brother that he had received a communication from a person he described as Oskar's son.

According to the message, this person had conveyed thanks on behalf of his father, after contacts with Bošković.

In another communication, on May 25, 2020, Dushko Saric mentioned the possibility of a meeting with Oskar's son to hand over the votes he claimed to have collected.

Meanwhile, Andrej Vučić is mentioned in the communications of February and May 2020.

On February 27, 2020, Duško Šarić wrote to his brother that "Oskar's brother" wanted to meet with Aleksandar Bošković.

In another message, dated May 20, he wrote: "I think I'll meet Oskar's brother. He wants to see me so I can give him these 2.000 votes."

These communications, according to Radar, raise suspicions about the combination of the interests of criminal groups with the political and electoral activity of the ruling party.

BIA at the center of suspicions – Messages about the transfer of 100 thousand euros

Another important part of the investigation is related to the Serbian Security and Intelligence Agency.

The communications of the Sharic brothers mention BIA officials and evidence of money transfers, mediations, and the provision of information by state institutions.

On May 10, 2020, Duško Šarić wrote to his brother that a person from the BIA had requested the transfer of 100 thousand euros through Aleksandar Bošković.

"This guy from BIA asked me through Duka to transfer 100.000 and give it to one of them. I completed it and he thanked me," the message says.

Ten days later, on May 20, Duško claimed that the amount had been transferred to an official named Markus. This designation was used for Marko Parezanović, then a senior BIA official.

The investigation also mentions a meeting held in Parezanović's office, where, according to the magazine, the president of the Belgrade Court of Appeal and Duško Šarić were present.

In addition to Parezanović, the material also mentions Danilo Stojanović and Milutin Radovanović, officials of the Ministry of Internal Affairs, accused in a procedure related to passing information to Šarić's associates.

According to the indictment described by Radar, Bošković had received information from police and intelligence structures, which was then forwarded to Šarić.

In that trial, Šarić was sentenced in the first instance to six years in prison, while Bošković to one year, for actions related to discrediting a cooperating witness.

From one criminal clan to another – Agreement with the Shkaljarës

Radar's investigation highlights that the Serbian government's contacts with criminal groups took on another dimension after the arrest of Veljko Belivuk's group in February 2021.

According to the magazine, after cracking down on this group, linked to the Kavač clan, authorities in Belgrade allegedly began to approach the rival Shkaljar clan.

At the center of the communications is Radomir Baqoviq, a high-ranking member of the Shkaljar clan from Niksic, who was discussing with his associate Alen Kurina about contacts with Serbian officials.

On February 24, 2021, Baqović wrote that he had received guarantees directly from Aleksandar Vučić about the possibility of his arrival in Serbia.

He also discussed the possibility of engaging in legitimate economic activities, including infrastructure projects and profits from business contracts.

"We must exploit them now and take everything we can. Let them give us business, only legally," he wrote.

In the same communication, Baqović said that he had received support from the head of the Serbian government and that Aleksandar Vulin was involved in organizing the contacts.

"And Vuçko gave me this directly. Vulin directs it," one of the messages reads.

According to the investigation, these communications also mention Bratislav Gašić, then director of the BIA.

On February 26, 2021, Baqović wrote to his associate: "Godfather, we received an offer we cannot refuse. And it came directly from Vučko. It did not go through Zvonko this time, nor through three hands, but directly. So, we are right at the top."

This message is among the most important of the investigation, as its author claimed that a deal was offered directly by Vučić, without the mediation of other persons.

However, it remains independently unverified whether the offer described by Baqović was actually made by Vučić.

Bojan Dimić, the BIA official with ties to Radoićić and Veselinović

One of the most significant parts of the investigation for Kosovo relates to Bojan Dimić, a senior BIA official who, according to Radar, had a role in contacts between Serbian authorities and members of the Shkaljar clan.

RADAR identifies Dimić as the head of the first administration of the BIA, a structure that deals with counterintelligence, terrorism and organized crime issues.

According to the investigation, Dimić is originally from Pristina and has close friendly relations with Milan Radoić and Zvonko Veselinović.

Both of these names are mentioned in Sky ECC communications published by Radar.

Radar further reports that Dimić had served as a contact person in organizing Radomir Baqović's arrival in Serbia, at a time when the latter was seeking guarantees for his safety and status.

In one of the communications, Baqović had sent a photo of the person who would receive him and maintain contact with him.

According to the magazine, the person in the photograph was Bojan Dimić.

In the published messages, Baqović discussed the need to lift the restrictions that prevented his entry into Serbia, as well as the guarantees he sought from the authorities.

He claimed that he wanted to provide protection for himself and his associates, including the possibility of being accompanied by armed men.

The mention of Dimić in this context is particularly important because of the connections that Radar attributes to him with Radoićić and Veselinović.

The role of Radoicic and Veselinovic in Sky ECC communications

The names of Milan Radoicic and Zvonko Veselinovic appear in several parts of the investigation, raising questions about their possible role as intermediaries in the network of contacts between politics, security services and criminal groups.

In a communication dated June 3, 2020, Darko Šarić mentioned a person named Milan, whom Radar, referring to unofficial information, writes could be Milan Radoić.

"Milan is fine. But this Oskar has made it clear to everyone that he decides for me. You will hear from Milan," the message said.

Meanwhile, in the communication of February 26, 2021, Baqoviq emphasized that the alleged offer from Vučić had not come through "Zvonko", but directly.

Rardar connects this context with the network of contacts described in the investigation, which also mentions Zvonko Veselinović.

Vulin and Sky ECC Communications – Another Contradiction

Radar's investigation also addresses the role of Aleksandar Vulin, Serbia's former Minister of Internal Affairs.

According to the magazine, communications from members of the Shkaljar clan in February and March 2021 show that Vulin was mentioned as an important person in organizing contacts with Serbian authorities.

This period coincides with his public statement on March 6, 2021, when he supported the idea of making possession of phones with the Sky app a criminal offense.

Radar notes that this statement came just days after communications in which members of the Shkaljar clan discussed alleged agreements with authorities in Belgrade.

Radar interprets Vulin's stance as a possible warning to users of the encrypted platform, at a time when French and Belgian authorities had managed to penetrate the Sky ECC communication system.

However, this remains an interpretation of the magazine and not a conclusion confirmed by any court decision cited in the material.

"Vučko is now our brother, Andrej is the main godfather"

One of the most direct communications published by Radar is that of March 4, 2021, when Radomir Baqović wrote to his associate about the relationships he claimed to have established with representatives of the Serbian government.

"Vuçko is now our brother. Andrej is the main godfather. Who would have thought it? I can't imagine that we could be friends with them. I still don't believe it," the message says.

In other communications, Baqoviq stated that relations had reached the highest political level.

"The president directly makes the offer," he wrote, according to published transcripts.

Investigation on the eve of the elections – Accusations of mixing politics with organized crime

The publication of the investigation comes on the eve of the October 25 parliamentary elections in Serbia, at a time when Aleksandar Vučić and the Serbian Progressive Party face significant political challenges.

Vučić and his party continue to be the center of attention from the US and the EU, for their high tendency to manipulate and eavesdrop to maintain power.

Sky ECC communications show a pattern of cooperation between government representatives and organized criminal groups, which extended to several Serbian state institutions.

This network included political contacts, mediation in judicial cases, provision of information by security institutions, and agreements for economic benefits.

Radar goes so far as to describe the system as a structure in which political power and the interests of criminal groups were closely intertwined.

For Kosovo, an aspect of particular importance remains the mention of Milan Radoičić, Zvonko Veselinović and BIA official Bojan Dimić in communications that the media places in the context of suspected relations between the Serbian government and organized crime.
