Russian media in the service of destabilization: Kremlin and Belgrade are using the elections in Kosovo to spread propaganda

While Russian state media and the Belgrade political apparatus, according to a well-known pattern, use election day in Kosovo to spread aggressive narratives of "terror" and "intimidation", the parliamentary elections in the Republic of Kosovo actually represent another key test for Kosovo's democratic institutions. 

What the Kremlin and its local satellites in Belgrade are constantly trying to present as an “institutional crisis” and “brutal pressure from Pristina” is, in reality, Kosovo’s legitimate struggle to establish the rule of law and full state sovereignty throughout its territory, including the north of the country, which for years has functioned as a gray zone under the control of criminal structures and parallel institutions run by Serbia.

RT Balkans as a tool of the Kremlin's malignant influence

In the reports of the Moscow propaganda network, RT Balkan, which is entirely dedicated to spreading Russian malign influence and destabilizing the Balkans, accusations of “arrests, threats, intimidation, and physical attacks against the Serbian population and Serbian institutions” are deliberately recycled. The purpose of this reporting is clear – to create a false image of endangerment in order to justify the destruction of Kosovo’s constitutional order.

In this context, RT Balkan relies directly on the statements of Milovan Drecuni, chairman of the Parliamentary Committee for Defense and Internal Affairs of Serbia, who claims that "institutional crises are one of the main characteristics of Albin Kurti's actions."

Trying to create division in the Kosovo political scene, Drecuni declares:

“Kurti and Vetëvendosje cannot form a coalition, or do not want to form a coalition, with any of the three main Albanian parties and therefore cannot secure the two-thirds majority when it is needed. Albin Kurti absolutely does not think about any possible cooperation with the Serbian List, except for the fact that the Serbian List would certainly not cooperate with him, but here too he loses some of the potential support.”

With such claims, Drecuni knowingly ignores the fact that democratic achievements in Kosovo are built on the principle of non-negotiation with parties that openly refuse loyalty to the state in which they operate and that take direct orders from Belgrade.

However, Drecuni attempts to present the legitimate fight against corruption, strengthening institutions, and enforcing the law as radicalism, stating:

“What are the two main characteristics of Kurti’s political action? First, it is the nationalist-populist rhetoric. The nationalism of Greater Albania and the populist action that relies on the sovereignty narrative.”

Drecuni also referred to the reasonable insistence of the Kosovo authorities and judicial system on dealing with war crimes charges, maliciously describing Pristina as playing a "dirty game."

He claims:

"It seems to me that the closer the decision is made in the specialized court for KLA crimes, the greater the pressure from Pristina will be on us because of their claims that genocide was allegedly committed."

Drecuni concludes his analysis with serious accusations without any evidence, claiming that Kurti "is trying to secure as many votes as possible and for this reason is increasing terrorization," which completely contradicts the reports of international observers and Western missions monitoring the electoral process.

Sputnik's mockery of democracy and support for Belgrade's destructive policies

At the same time, the Russian state media outlet Sputnik, with its characteristically cynical tone directed against Western values, attempts to discredit the democratic elections in Kosovo through ironic comparisons to the tradition of "Groundhog Day" in Pennsylvania.

In this way, Russian propaganda attempts to present frequent election cycles – which in developed democracies are a completely legitimate and common mechanism for resolving political deadlocks and returning the mandate to the citizens – as evidence of state failure.

Recalling that during 2025 parliamentary elections were held twice (in February and December), while now the third one is taking place, Sputnik claims that it is difficult to get out of this vicious circle without "radical changes."

The Russian media is trying to present the political rivalry between Albin Kurti and Vjosa Osmani as a completely unnecessary conflict, maliciously asking: "If new elections do not bring a solution, then why are they being announced?", knowingly ignoring the fact that this is the highest expression of democratic responsibility.

Sputnik attributes the repeat of the elections to a "strategic error in assessment", which, according to them, was also influenced by "Western sponsors of Kosovo's independence", in which case Moscow is once again trying to attack the major Western democracies that supported Kosovo's freedom.

Support for “red lines” and blocking dialogue

On the part of Belgrade, Sputnik claims, there have been moderate concessions and mistakes that have allegedly encouraged Western emissaries, but it is emphasized that the "red lines" in the negotiation process are absolutely clear.

With these words, the Russian media openly supports Belgrade's rigid and destructive policy, which blocks the region's Euro-Atlantic integration.

It is further stated that there is no willingness among Serbs to change their approach and that compromise is necessary for an agreement, while the main direction of Kosovo's aspirations is oriented towards the belief that Serbia must be forced into something.

With such analyses, the Kremlin actually aims to finally bury the dialogue under the umbrella of the European Union and keep the Balkans in a state of permanent frozen conflict.

The Russian media also uses the classic tactic of scaremongering with economic collapse, implying the guilt of the Kosovar side for a deep and systemic crisis.

Here, even Kosovo's efforts to harmonize with modern European environmental standards (the green agenda) are misused to spread defeatism.

Sputnik warns of the risk of radicalization and increased conflict potential, accusing Pristina of completely rejecting the concept of compromise, while ultimately attempting to preemptively remove responsibility from Belgrade and Moscow for any future escalation or obstruction of the peace process: “And for such a determination and its consequences, the responsibility will not lie with Belgrade.”

RIA Novosti and TASS: Opposing the rule of law and defending political monopoly

The state news agency RIA Novosti, in its report, emphasizes that the "Self-Determination" movement needs a convincing majority of votes to form a stable government without blackmailing capabilities from potential partners.

They recall the Kosovo Police action of May 19, when five directors of health and educational institutions in Serbian areas were detained.

However, while the Russian media presents this as a narrative of "pressure on personnel supporting peaceful protests," it consciously conceals the fact that the law was violated and that it was a lawful action taken on the basis of reasonable suspicions of illegal pressure on voters.

Finally, the TASS agency writes about the great importance of this vote for the Serbian community, which has 10 of the 120 seats guaranteed by the Constitution of the Republic of Kosovo.

Noting that the "Serbian List" was allowed to participate in the elections despite alleged earlier attempts to prevent it, TASS reports the messages from Belgrade:

“Belgrade called on Serbs in Kosovo to support the Serbian List, calling it a guarantee for the protection of national interests in the conditions of the continued closure of Serbian institutions in the province at the initiative of the authorities in Pristina.”

With this conclusion, Russian state media openly supports the political monopoly of a single option under the direct control of the regime in Belgrade.

In this way they directly oppose the integration of the Serbian minority into a functional legal and democratic system of the Republic of Kosovo, which is fully in line with the highest Western standards of human rights and minority rights.
