US considers joint production of Patriot missiles with Ukraine and allies

The United States is working with NATO allies to find Patriot interceptor missiles that could be transferred or sold to Ukraine, the US permanent representative to NATO, Matthew Whitaker, has stated.

Whitaker said Washington is using the Prioritized Ukraine Requirements List (PURL) initiative to help secure Patriot missiles for Ukraine.

According to him, one of the main problems remains the lack of production capacity and therefore production must be increased both in the US and in Europe.

"I am working with all of our allies to find available Patriot missiles that can be transferred or sold to the Ukrainians," Whitaker said.

He added that the US is considering the possibility of joint missile production with Ukraine and NATO member states. Meanwhile, Ukraine is also developing its own capabilities for the production of interceptor missiles, KyivPost reports.

Regarding the possibility of Ukraine being granted a license to produce Patriot missiles, Whitaker said that US officials are working on issues related to export licenses and intellectual property rights.

"We are currently working on all the complex details regarding export licenses, companies that own intellectual property rights and how this could be implemented in practice," he said.

US-Ukraine Patriot talks

US President Donald Trump stated on September 13 that Washington is discussing the possibility of granting Ukraine a license to produce a less advanced version of Patriot interceptor missiles.

Earlier, on July 8, during the NATO summit in Ankara, Trump had said that the US would authorize Ukraine to produce Patriot air defense systems. However, on July 31, he softened this stance, saying that discussions were ongoing and citing the need to protect sensitive military technologies.

US Secretary of State Marco Rubio said in early September that building factories, establishing supply chains and ramping up production in Ukraine would take years, meaning licensed production would not be an immediate solution to the missile shortage.

Meanwhile, Ukrainian Defense Minister Yevheni Khmara stated on September 8 that Ukraine is working to acquire about 1,000 Patriot missiles, with the support of allies and through a loan from the European Union.

Ukraine has repeatedly called on its partners to transfer interceptor missiles from existing stocks, while negotiations continue on their domestic production.
