UK, NATO prepare for hybrid warfare, cyber challenges in Europe

As pressure on security in Europe continues to mount due to the conflict in Ukraine and hybrid threats, former Chief Security Advisor and Microsoft Board Member Sarah Armstrong-Smith says NATO’s readiness for hybrid warfare requires a multidisciplinary approach.

“While NATO has made significant progress in strengthening its eastern flank and increasing cyber capabilities, readiness for hybrid warfare requires a multidisciplinary approach,” Armstrong-Smith said in an interview with Defence24.com.

According to her, the UK must maintain a flexible stance towards hybrid threats, taking advantage of investments in cyber defense and intelligence sharing.

“The true measure of resilience lies in agility. The nation must continue to prioritize large-scale exercises and leverage new technologies to stay ahead of evolving adversary tactics,” she added.

Armstrong-Smith noted the importance of collaboration between the public and private sectors, saying that “trusted intelligence-sharing frameworks and common crisis management protocols accelerate response times and minimize the impact of attacks.”

She added that joint strategies should include de-escalation measures and promote transparency to build trust and accountability among stakeholders.

Regarding NATO, Armstrong-Smith said the Alliance must ensure the integration of cyber defense with conventional operations and information warfare strategies.

“Conflict prevention and mediation mechanisms should be included within NATO’s hybrid strategy to proactively address sources of tension,” she added, stressing that joint exercises should prepare parties for crisis management and peacebuilding processes.

Armstrong-Smith also noted that the conflict in Ukraine has shown that digital protection is crucial for military operations.

“Real-time situational awareness, rapid response and resilient communication networks have proven critical in supporting government and military objectives,” she said, adding that innovation and partnerships with industry are essential in responding to cyberattacks.

Regarding artificial intelligence, Armstrong-Smith warned of the need for responsible and ethical use.

“AI offers unprecedented speed, scale and agility, but its deployment must be balanced with safeguards to prevent misuse and disinformation,” she said.

Armstrong-Smith stressed that governments and industry must create clear guidelines, promote transparency and human oversight, and build trust for the safe use of AI in future conflicts.

Speaking about the future, Armstrong-Smith said that long-term stability and advantage over cyber actors can only be achieved through international cooperation and proactive measures.

“Governments, technology companies, and organizations must align on interoperability security standards and invest in shared threat intelligence platforms,” Armstrong-Smith declared.
