The statement was made by Putin’s spokesman, Dmitry Peskov.
What did Peskov say?
“Moscow is closely following the debates on the creation of a European military alliance without the participation of the USA. It is not a new idea, but Europe has remained focused on NATO until today. Independent security policy planning, namely independent identity when it comes to protecting one’s own security in the European Union, has been considered for more than a decade.
