Montenegrin President Milo Djukanovic announced that there are constitutional norms that are clear, and one is to appoint a prime minister-designate within 30 days.
“This deadline has been spent because of the political games of the parties from the 2020 parliamentary majority,” he said. What they did a day later was what they could do the day before. I submitted an initiative to shorten the mandate of the Assembly and thus exhausted the constitutional possibilities. In this way, parliament demonstrates that it is not fulfilling its constitutional competencies,” Djukanovic told reporters after the Montenegrin Parliament failed to adopt the agenda today, so Djukanovic’s proposal to shorten the mandate of the Assembly would not be discussed.
Djukanovic said the parliamentary majority could have submitted evidence in 30 days that it had a majority for prime minister-designate.
“That deadline has passed and now the responsibility lies with the parliament for the institutional paralysis of Montenegro. Those who do not want good for Montenegro want institutional paralysis of Montenegro, that is why none of the 18 candidates for the Constitutional Court was elected. In order to prove the thesis of Greater Serbian nationalism and that Montenegro should return to the composition of Greater Serbia, and thus the wishes of Greater Russia and Greater Serbia would be fulfilled. It is clear that they have a contractor, and that is the current Prime Minister (Dritan Abazovic),” Djukanovic said.
President of Montenegro added that the parliament will have to think about how to get out of this deadlock if it does not want to be an accomplice.
When asked what his next steps were, he replied that he would try with a team of experts to see if there was room for another valid initiative.
“I will not make any move that the Constitution does not allow me to make. Gordy’s knot can only be cut by early elections. The references to previous experiences are completely inadequate,” Djukanovic said.
He said that when he gave the mandate to the current prime minister in the technical mandate Dritan Abazovic, no signatures were necessary because representatives of the parties that supported him came to the consultations.
“The president of the country is not a mailbox in which you can put everything you can think of. My conclusion is that there was no clear majority for the mandate. It’s about political games. This is a game of frivolous political subjects whose political rating is more important than state interests,” Djukanovic said.
Commenting on yesterday’s arrest, he said that it can be seen that some people openly serve the interests of other countries.
“I have already spoken about this in the previous issue by branding the Prime Minister,” Djukanovic said.
“From the material I have received in the past years on this topic, it was also obvious to me, but it is not enough. It is necessary to round up the picture and to process it in the competent prosecutor’s office,” Djukanovic said.
He said he looks forward to and welcomes the initiative of the competent state authorities.
According to him, people are mistaken if they think they can bring down the country the state forever with impunity.
“Sooner or later it will end with criminal and legal responsibility of those who served other people’s interests,” Djukanovic said./
