While Serbia is trying to attack Kosovo through hybrid warfare – from propaganda, disinformation, cyberattacks, and criminal groups to arrests – the Kosovo Intelligence Agency has exposed the entire policy, espionage, and mentality of the Serbian regime through an operation that took place recently. This is the opinion of cybersecurity expert Halil Berisha, who adds that the arrest of Serbian official Igor Popovic is the best proof of this comprehensive exposure.
“The icing on the cake – not only for Kosovo, but also for the international community,” he writes on Facebook.
According to Berisha, Popovic’s arrest was a targeted attack that exposed his collaboration with the Serbian BIA, showed the EU that Serbia does not spare it in cyberwarfare and even illegally records international officials, and revealed how amateurish and backward the Serbian secret service is in this matter – high-ranking officials eavesdropping with old equipment, storing wiretap transcripts on private phones, and failing to implement even minimal operational security standards.

The arrest of Igor Popovic, he adds, showed that the Serbian regime only has strength through statements.
“He insulted and misinformed about the KLA, but when he was arrested, he humbly accepted an agreement with the Kosovo institutions,” Berisha writes.
According to him, this case is not only political but also a practical example of the exposure of a hybrid operation combining classic espionage, disinformation, and weaknesses in technological security.
“He presented the truth about the Vučić regime to the Serbian citizens themselves – who ”act brave” upon their return and resume propaganda upon their escape to Belgrade, claiming that he was forced into an agreement under pressure. A tired attempt to justify themselves to a public that has been fed propaganda, especially anti-albanian propaganda, for years. Among the many cases that have occurred recently, the Kosovo security institutions have once again, and especially on this occasion, shown that they are an elite force, even though they are the newest,” he writes in his article.
The Special Prosecutor’s Office of Kosovo has decided:
Following an agreement, the defendant Igor Popović was sentenced to a fine of €3,000 and two years of deportation. This is according to the decision of the Special Prosecutor’s Office of Kosovo.
According to the indictment, Popović gave a public speech in Rahovec around noon on July 18, 2025, the content of which, according to the indictment, incites hatred and ethnic division. In his speech, he made statements that are considered incitement against ethnic groups.
There were also reactions in Serbia to Popović’s arrest and subsequent admission of guilt.
