The latest Russian attacks on energy facilities in Ukraine this winter are aimed, according to Ukrainian officials, at breaking the people's resistance and forcing the country to accept Moscow's conditions.
An extreme cold wave, with temperatures in Kiev reaching -17 degrees Celsius, accompanied the attacks, depriving thousands of residents of heating and electricity. On January 15, Ukrainian President Volodymyr Zelensky declared a state of emergency in the energy sector, reflecting the direct impact of the attacks on citizens' daily lives.
Although many areas have partially recovered, Ukrainian officials warn that the ongoing attacks are a clear means of forcing citizens into submission. One official called the actions “an attempt to destroy the people,” while Kiev residents say that, despite the cold, they are determined not to give in. One resident told reporters: “It is very difficult, but it is better to live in the cold and darkness than under a Russian flag.”
In parallel, the Kremlin and pro-Russian media have intensified disinformation campaigns, blaming the Ukrainian leadership for the energy crisis and presenting the destruction of infrastructure as a necessary measure. According to these narratives, Ukrainian citizens will experience pain as a result of their government’s decisions, and not because of Russian missile and drone attacks.
Russian experts and pro-Kremlin commentators often portray the energy crisis as a technical problem that only an end to the war on Russian terms can solve. In some triumphalist articles, attacks on energy facilities are seen as a strategy to maximize the suffering of citizens and put pressure on Kiev, reports EUDisinfo.
Even articles cited by Western media outlets, such as the New York Times, have been rewritten and manipulated on Telegram to reinforce the pro-Kremlin message, presenting the suffering as a sign that the Ukrainian people are ready to surrender.
Analysts point out that this is a two-pronged strategy by Russia: using winter and energy deprivation to inflict physical pain, and exploiting this pain in pro-Kremlin propaganda to undermine the morale and resilience of Ukrainians. Ukraine faces not only the cold and deprivation, but also a psychological war orchestrated by Moscow.
This wave of attacks and media manipulation clearly shows that the war is not only on the front, but also on citizens and their perceptions, turning the need for heat and energy into a violent weapon to suppress morale and influence the political stance of the Ukrainian people.
