The Kosovo Security Forces operate within the constitutional and legal system of Kosovo and are undergoing a multi-year process of transformation and development, in cooperation with international partners.
In these documents, NATO's cooperation with local security institutions is described as part of stabilization and partnership processes, and not as illegal or covert military activity.
In the regional context, the modernization and development of defense capabilities is not an isolated process — several states in the region are implementing similar programs in line with their security policies and international partnerships.
There is no UN, NATO or EU document that defines the KSF as a military structure directed against Serbia or Serbs in Kosovo.
