Kosovo, Ukraine and the West targeted by Serbia and Russia's disinformation in 2024

Even throughout 2024, Kosovo, Ukraine and the West have been the target of orchestrated disinformation by Serbia and Russia. In the case of Kosovo, this disinformation has centered on creating the perception that Serbs in Kosovo are being persecuted, arrested and tortured. Disinformation with the same theme has been pushed forward by both the Government in Belgrade and Moscow, where the latter has mostly used the Ministry of Foreign Affairs. Meanwhile, the same narratives as those of Russian and Serbian institutions have also been continued by the propaganda media of both countries, which are controlled by the regimes in Russia and Serbia.

Similarly, disinformation about the war in Ukraine has been spread by tabloids in both Russia and Serbia, while the West has attempted to portray itself as the instigator of the conflict there and as a supporter of the “ethnic cleansing” of Serbs in Kosovo.

The most frequently targeted area by Serbia is northern Kosovo, where they have tried to present that the Kosovo Police is carrying out terror against Serbian citizens. Recently, the intervention of the Kosovo Police to close down several facilities where citizens' own money and businesses have been misused, the Serbian government has used to say that there has been "terror and brutality" against Serbs in Kosovo. It has also misinformed that Serb properties are being illegally confiscated in northern Kosovo. During the police action, no one was intimidated or attacked, as the Serbian government claimed.

Of course, Serbia’s narrative about the attack that occurred in late November on vital infrastructure in Ibër-Lepenc was also spread by the Russian ambassador to Belgrade, Aleksandar Bocan-Kharchenko. The Russian ambassador, without any evidence at his disposal, supported the narrative spread by the Serbian Prime Minister and Serbian President Aleksandar Vučić, citing his statement that “Serbia has no connection to the explosion near Zubin Potok”, adding that he is not surprised by the “terrorist acts against Serbs” living in northern Kosovo. Moreover, he made these statements to the RT Balkan media, which serves this Serbian-Russian propaganda mission.

Kosovo Police for the attack in Ibër Lepenc later showed evidence found at the scene, saying that the weapons were also left over from the Banjska attack, while many Serbian symbols were also seen.

Russian Patriarch Kirill had sent a letter to Serbian Patriarch Porfirio, in which he misinformed about an artistic performance in Ulpiana.

"It was with deep sorrow that I learned of the blasphemous action recently committed by Kosovo Albanians at the ruins of ancient Ulpiana. The composition of three crosses, reminiscent of events from sacred history at Golgotha, was publicly burned at a local festival in a free performance," he had said.

The truth was that an artistic performance had been held in Ulpiana that had no religious connotation. The festival organizers explained that it was an artistic performance dedicated to Saints Florus and Lavra, early Christian martyrs, and that it was not about any attack on Christian faith or symbols. According to them, the performance was conceived as an act that illuminates universal themes of sacrifice and faith, and not religious desecration.

Kirill's comparison of the performance with "attempts to de-Christianize Serbian land" aims to create an image of Kosovo as a place where the Serbian Orthodox community is systematically attacked.

One of the most frequent disinformation that Russia spreads is the comparison of Kosovo with the territories it has occupied from Ukraine and the NATO intervention in Kosovo.

Russian Foreign Ministry spokeswoman Maria Zakharova had manipulated facts about NATO's intervention in the Kosovo war.

“The tragic experience of the Serbian people teaches us how we can fight for national dignity. It was precisely that term that the NATO and US leadership used to target civilian and military facilities in Yugoslavia, whose leadership, in order to preserve the country, had to fight for what was always important to them. “Now the Serbian leadership does not intend to follow the policy of Western countries, they do not intend to turn the page on NATO aggression and are determined not to forget the war crime committed in 1999 against Yugoslavia.” This is among the most frequent statements that Zakharova makes about NATO's intervention, which is proven to have stopped the ethnic cleansing that Serbia was carrying out in Kosovo, while she misinforms that NATO had civilian targets in its sights.

The Russian Foreign Ministry spokeswoman has claimed in another piece of disinformation that the West is allegedly planning to destabilize the situation in Serbia, where students protested for days after the collapse of the train station roof.

"Western countries are developing plans to destabilize the situation in Serbia, using mechanisms inspired by 'color revolutions' and pressure on the legitimate authorities in the country," she said.

The claims of Russian Foreign Ministry Spokesperson Maria Zakharova are a continuation of the Russian narrative, where through disinformation the aim is to see the West as an obstacle and cause of problems in Serbia.

It is not true that the West has a hand in the protests taking place in the Serbian state, since the West supports the right to express oneself even through protest.

The reason for the protests in Serbia is the tragedy in Novi Sad, where protesters are demanding justice for the works at the train station.

Another piece of disinformation was made by the nationalist Deputy Prime Minister of Serbia, Aleksandar Vulin. He had misinformed that the European Union supports the creation of a “Greater Albania” and had misinformed that the Prime Minister of Albania, Edi Rama, had said that Kosovo should enter the EU as part of Albania.

The European Union and the West have never supported the concept of a "Greater Albania", but advocate for preserving the territorial integrity of all Western Balkan countries, including Albania and Kosovo. Meanwhile, Rama had said that Albania supports Kosovo's aspirations to become part of the EU as an independent and sovereign country.

In an attempt to cover up his strong ties with Russia, Serbian President Aleksandar Vučić, during the Globsec conference in Prague on August 31, misinformed that he had not met with his Russian counterpart, Vladimir Putin, since the war in Ukraine.

However, this was quickly denied because it was public information that in October 2023, Vučić and Putin had had a brief conversation and Vučić himself had stated about this meeting at the time.

For the war in Ukraine, disinformation came from Igor Nikulin, a Russian military expert and former member of the UN Biological Weapons Commission. He has misinformed that there are dozens of Western biological laboratories near the Russian border to wage undeclared biological warfare against Russia and its allies.

But this was completely untrue as the laboratories that the Russian authorities are talking about are actually laboratories that have various systems for filtering air, gases, chemicals and water before they are released into the environment. They also relate to the cooperation of the Ukrainian Ministry of Health with German experts from BNITM, the Bernhard Nocht Institute for Tropical Medicine in Hamburg, with the aim of improving the surveillance and diagnosis of diseases such as Crimean-Congo hemorrhagic fever.

Recently, new disinformation came from Russia targeting France, trying to attack it for its support for Ukraine since the Russian aggression.

Russian Foreign Minister Sergei Lavrov has misinformed that France had tried to establish a “dialogue” with Moscow on Ukraine, but without the participation of Kiev. But this claim was immediately rejected by Paris. A French diplomatic source told AFP: “The Russian authorities are used to making intemperate comments aimed at exploiting a war of aggression for which they bear full responsibility. As France has reiterated since the beginning of the war, it is up to Ukraine, the country being attacked, to determine the time and conditions under which they wish to enter into a negotiation process.”

Russia's attempt to portray the West as the instigator of escalation is also supported by the Russian church. Such disinformation was also spread by the Sputnik Serbia portal, which used statements by Patriarch of Moscow and All Russia Kirill to justify Russian aggression against Ukraine and to present the West as the main enemy of Russia's "spiritual identity."

"The Western world constantly provokes an escalation that threatens to develop into a direct conflict between the two worlds. The conflict between Russia and Ukraine, which is constantly encouraged by forces from outside, is the greatest external threat to the Russian world," he had said.

Sputnik reported this without any critical review, further reinforcing the propaganda narrative of a holy war against the West. However, the West has consistently proven that it has tried to stop Russian aggression in Ukraine through numerous sanctions imposed on Russia and those who aid its war there, while consistently stating that this aggression must end.
