The Secretary of Russia’s Security Council, Nikolai Patrushev, has misinformed that Ukraine, not ISIS, was behind the attack on Crocus City Hall in Russia. He dismissed factual statements by Western officials that ISIS was responsible for the attack.

Analysis:
Russia has wanted to blame Ukraine for the terrorist attack near Moscow since the night of the attack, when nothing was known. ISIS has publicly claimed responsibility for the attack and the arrested suspects are part of the Islamic group. However, Russia continues to falsely accuse Ukraine of being behind the attack. The US National Security Council clarified that “ISIS bears sole responsibility for this attack” and that “there was no Ukrainian involvement”. US officials have confirmed that intelligence officials have been gathering information for months suggesting that ISIS may be planning an attack with mass casualties in Russia. Russian President Vladimir Putin falsely suggested that the attackers were attempting to flee to Ukraine. Ukraine has strongly denied any involvement. The Moscow court identified the alleged attackers through a post on the Telegram network as Dalerdzhon Mirzoyev, Saidakrami Rachabalizoda, Shamsidin Fariduni and Mukhammadsobir Faizov. Two of them, Mirzoyev and Rachabalizoda, pleaded guilty. According to Russian media, all four suspects were citizens of the former Soviet republic of Tajikistan and lived in Russia.
