The United States will play a key role in providing security guarantees to Ukraine, with the active involvement of European countries, US Secretary of State Marco Rubio said on Wednesday.
Speaking during a hearing of the US Senate Foreign Relations Committee, which focused on the situation in Venezuela, Rubio also answered senators' questions about the issue of Ukraine and the future post-war security architecture, Ukrinform agency reports.
Rubio stressed that there is a general consensus on the need for strong security guarantees for Ukraine, including the possibility of deploying a limited contingent of European troops on the ground. According to him, these forces would consist mainly of French and British troops, while the United States would provide crucial support from the rear.
He explained that future security guarantees for Ukraine would be backed by the US, but that only European troops could be physically present on Ukrainian territory. However, Rubio stressed that the American involvement itself constitutes the core of the security guarantee.
"Frankly, without the support of the United States, the deployment of European forces in Ukraine would not make sense," Rubio said, underlining that the American security mechanism is the determining factor that makes any international engagement in Ukraine credible.
He added that he was not minimizing the willingness of some European countries to deploy troops to Ukraine after the war ends, but that he was emphasizing the strategic reality: without the US guarantee, such a presence would have no real deterrent weight.
Rubio also argued that this situation is directly related to the fact that many allies and partners of the United States have not invested enough in their defense capabilities over the past 20 to 30 years.
"This is why the American security mechanism remains crucial," he said, expressing hope that this approach will change in the future and that European countries will increase investments in defense and security.
However, Rubio did not provide concrete details on what exactly the US security guarantee mechanism for Ukraine would include, leaving open the question of the specific forms and instruments of this American commitment.
Rubio's statements come at a time when discussions are intensifying in Western diplomatic circles about long-term security guarantees for Ukraine and the role that the US and Europe will play in preventing future Russian aggression.
