The Minister of Public Administration in Montenegro, Marash Dukaj, has sharply criticized the declaration adopted by the Municipal Assembly of Zeta for the symbolic "abolition" of the recognition of Kosovo, describing this action as harmful to the European perspective of the Montenegrin state.
Through a reaction published on the X platform, Dukaj emphasized that the initiative of the local authorities in Zeta has no legal or constitutional force, as foreign policy issues are the exclusive competence of the state.
He assessed that the statement represents an attempt by the local government to intervene in competencies that do not belong to it, while simultaneously violating good neighborly relations, which he considered among Montenegro's strategic priorities.
"The state should focus on strengthening institutions and improving the lives of citizens, not on political initiatives that create division and harm the country's European orientation," said Dukaj.
According to him, such moves constitute a "step backwards" in the process of building Montenegro's European future and could negatively impact the country's institutional stability.
Dukaj's reaction came after the Zeta Municipal Assembly adopted a symbolic declaration calling for Montenegro to cancel its recognition of Kosovo, although foreign policy decisions remain under the jurisdiction of the central government in Podgorica.
Otherwise, Montenegro officially recognized Kosovo on October 9, 2008. The decision was made by the Montenegrin government, a few months after Kosovo's declaration of independence on February 17, 2008.
