The Director of the Octopus Institute, Arben Fetoshi, has assessed that the rhetoric of Serbian officials on the 13th anniversary of the Agreement on the Normalization of Relations constitutes a "repeated manifestation" of strategic communication against Kosovo, which, according to him, deliberately avoids the essence of the problem.
In a public reaction, Fetoshi writes that the "choir of Serbian chauvinist rhetoric", citing names such as Aleksandar Vučić, Ivica Dačić, Petar Petković, as well as other figures from academia and civil society, is using the discourse on the Association of Serb-Majority Municipalities to undermine Kosovo's political and legal framework.
According to him, Serbia "complains and accuses" about the Association, but at the same time continues to reject its political framework - the Republic of Kosovo - which Fetoshi says has also been confirmed by the highest legal institution of the UN.
Fetoshi calls this approach "ironic, diabolical and deceptive towards the Serbs themselves", claiming that it is a "perfidious" strategy of a "Trojan horse" within Kosovo, aimed at undermining the state without accepting the reality of independence.
He argues that this is how Serbia projects "normalization": "by undermining the Republic of Kosovo and legitimizing Serbian rule over Kosovo", while he describes the rhetoric about the Association as deliberate ethnic framing that, according to him, aims to create another tactical leverage against an unrecognized Kosovo.
The Octopus director warns that such rhetoric "feeds tension, ethnic division and destabilization", thereby "seriously threatening regional peace and security".
In this context, Fetoshi also mentions the initiative of the pro-Serbian party in Montenegro (DNP) to "withdraw recognition of Kosovo", as well as the reaction of the Democratic Union of Albanians (UDSH), saying that this makes the risk "more real" and with "clear premises for escalation".
In the end, Fetoshi assesses that if this approach of the Serbian president is seen as a continuation of Slobodan Milosevic's policy, then it is "inexcusable" that this, as he calls it, "chauvinist chorus" also includes professors, historians, researchers and civil society activists.
