
Novi Sad lawyer Miroje Jovanović today filed a petition with the First Basic Court in Belgrade to initiate proceedings to deprive Serbian President Aleksandar Vucic of his legal capacity, stating that the 75-page document constitutes a “serious legal and professional appeal to the court”.
In a written statement, Jovanović stressed that this institutional initiative is in line with the law and the Constitution and is based on “concern for the mental state of the President”.
“The petition points to patterns of behaviour which, in my opinion and judgement, have elements of deep delusions, distorted perception of reality and dangerous identification with the state and institutions,” said Jovanović, who suggested that the court initiate the proceedings ex officio, order an independent psychiatric evaluation and allow the expert public 15 days to give their opinions before taking any decision.
This step, as Jovanović pointed out, is also an expression of solidarity with the students who have been protesting since November 2024 in defence of institutions, rights and freedoms.
Jovanović stressed that his initiative was a legal form of support for the students’ demands, as the rule of law “cannot survive if there is no accountability at the top of the state”.
Jovanović called on all mental health professionals – psychiatrists, psychotherapists, clinical psychologists, ethicists, as well as all relevant experts – to submit their independent opinions to the First Basic Court in Belgrade within 15 days.

Jovanović added that this petition cannot and does not have any effect in the sense of exonerating Lučić from any criminal liability, but is “purely a civil proceeding serving the protection of the public interest and the assessment of a person’s capacity to independently take care of his rights and obligations”./FoNet/
